Resolved Question: In which U.S. states is marijuana decriminalized?

I would like to know specifically about the law in Washington state, in the Seattle-Tacoma area. Is it decriminalized in this area? (I still would like a list of other states.) What exactly is decriminalized - possession, use, etc.? Other information about the possession amount and age for usage (guessing it's 21?) would be appreciated. Last question, what does decriminalized actually mean? Does it mean that a person could still get in trouble and be fined or something, but not have to face the serious consequence of going to prison? Or is it more complicated than that?
